A device, a wireless transmit receive unit, WTRU, and a method implemented by a WTRU are disclosed. The WTRU receives a radio resource control, RRC, connection reconfiguration message via a first component carrier, wherein the RRC connection reconfiguration message comprises configuration information for a second component carrier, and the WTRU activates the monitoring and processing of the second component carrier in response to receiving a medium access control, MAC, control element, CE. The WTRU determines that a component carrier inactivity timer for the second component carrier has expired, and the WTRU deactivates the monitoring and processing of the second component carrier in response to the expiration of the component carrier inactivity timer for the second component carrier.
